Syrian TV: Explosion in Damascus kills 13 people

DAMASCUS, Syria (AP) ? Syrian state TV says the powerful explosion that struck central Damascus has killed 13 people and wounded 70.

The nature of Tuesday's blast in the central district of Marjeh was not immediately clear but rebels fighting to topple President Bashar Assad's regime have increasingly targeted Damascus, the seat of his power.

The blast is the second bombing to hit the Syrian capital in as many days. On Monday, Syria's prime minister narrowly escaped an assassination attempt in another part of the capital.

Hagel: US assessing reported Syrian chemical use

WASHINGTON (AP) ? The U.S. and its allies are still trying to figure out details of Syria's suspected use of chemical weapons against its own people, Defense Secretary Chuck Hagel said Monday, as international officials pressed for broader access to suspected attack sites.

Speaking to Pentagon reporters, Hagel refused to discuss any military options including whether or not the U.S. would be willing to take unilateral action against the Syrian regime or if the administration would act only in concert with allies.

The Obama administration said last week that U.S. intelligence had concluded that Syrian government forces likely used chemical agents against rebels in two attacks, but said there were "varying degrees of confidence" about how large an attack it may have been.

Since then the administration has come under withering criticism from members of Congress demanding that the U.S. take steps to protect the Syrian people by setting up either a safe zone or a no-fly zone over at least parts of the country.

"We are continuing to assess what happened -- when, where," said Hagel. "I think we should wait to get the facts before we make any judgments on what action, if any should be taken, and what kind of action."

U.S. officials, including Secretary of State John Kerry, have said that chemical weapons ? likely the nerve agent sarin ? were used on two occasions.

Syria wants any investigation limited to an incident in the Khan al-Assal village in the Aleppo province in March that reportedly killed 31 people, but U.N. Secretary-General Ban Ki-moon wants a broader investigation, that would include a December incident in Homs.

Britain, France, Israel and Qatar also believe chemical weapons have been used in Syria's two-year-old civil war. President Barack Obama has said that use of chemical weapons by President Bashar Assad's regime, or the transfer of those stockpiles to terrorists would cross a "red line" and have "enormous consequences."

Everything You Need to Grill Everything But Steak

Your grill may be an altar for red meat but why partake only in steak when there are so many other delicious animals and vegetables to try? Here?s what you?ll need to roast birds and bivalves alongside your bevy of beef.

Poultry

Beer Can Chicken is both delicious and easily prepared, even if you?re already three sheets to the wind. Take a medium (4 pound) roaster chicken, remove the giblets, and rinse out the cavity and exterior. Pat it dry with a paper towel and rub it down, inside and out, with salt, pepper, and your favorite dry rub. Crack open a fresh can of beer, drink half of it. Now drink the other half. Open a new brew, drink half of this one, then set it on a firm, level surface and jam the open end of the bird carcass over the open end of the beer can, like Martha Stewart eating a turkey. At this point, you can either attempt to set the bird on the grill using its legs and the bottom end of the can like a tripod or you can use something like the Bayou Classic ChickCAN Rack. This stainless steel rack fits between the can and the bird, securely holding both atop a 7-inch diameter base.

It doesn?t take much to make delectable barbecue chicken either. Marinate the various pieces?thighs, wings, drumsticks, and breasts overnight (a 1/2 cup of soy sauce with an Italian seasoning packet works well, for example) then toss them on the grill for a half hour until the outside is crispy brown and the inside is no longer pink. Slather with barbecue sauce and you?re done. If the drippings keep causing flare ups or the skin starts to stick to the grill, try using a wing and drumstick rack. This device hangs the various chicken bits over a shallow drip tray, catching the grease before it hits the flame.

Seafood

Nothing beats grilling a trout you?ve freshly caught yourself. Wrapping the cleaned fish in aluminum foil with herbs and lemon is a popular method but doesn't really create that smokey flavor you?d expect from barbecue. Instead of foil, marinate the fish in a mix of olive oil, basil, parsely, rosemary, garlic (2 cloves) and basil overnight, then spread the meat over the flame using a rack. This lets the meat absorb the BBQ essence without burning the delicate skin to the grills.

Grilled oysters are freakin? delicious?especially with a little butter, herbs, and pepper?grilling oysters, on the other hand, is a pain in the ass. The little bastards will go sliding out of their shells at a moment?s notice. To keep your bivalves in line, don?t just stack them willy-nilly on the grill, set them securely in an oyster rack for the five minutes they take to cook.

Veggies

The great thing about jalapenos is that you can stuff just about anything into them?sausage, cheese, bay shrimp, smaller peppers?and it will still come out delicious. And with a jalapeno rack, you'll be able to stuff them more easily and lose less filling to the fire once they get to the grill. Jalapeno racks hold the pepper upright, which leaves you with both hands for filling and prevents the filling from extruding from the open end while it grills.

Your backyard barbecue may be a mecca of meat but without a little greenery no meal is complete. Coarsely chop some carrots, zucchini, white and red onions, cauliflower, and mushrooms, then put them in a ziplock bag with some olive oil, salt and pepper. Shake the bag until the veggies are coated then dump them into a grilling basket like this one from Weber. The basket keeps the delicate veggies concentrated in one easy place, making it easier to reposition them on the grill as they cook or as you add meat.

Chimera

Who says you have to eat just one kind of meat at a time? This is America, dammit, the land of opportunity, nation of choices. And if you choose to eat all of the meats all of the times, then by gawd, you shall. First, there?s the unlimited skewer technique: Marinate your desired cubes of meat (chicken, steak, lamb, prawns, etc) and vegetables, then load them onto a flexible cable skewer and drape it over a grill. With a sufficiently long cable, you?ll be able to effectively loop the kebabs, pulling cooked pieces off one end as new bits are added to the other.

Second, you can always just entomb your favored flavors of meat in a ground beef casket using a burger press. This device allows you to create stuffed burgers (they?re cheesier on the inside). Beyond the joys of a burger that bleeds cheddar, anything listed above can be used (in any combination) as well. Let your stomach?s imagination run wild.

Synrgic Uno debuts as one of the last TI OMAPpowered Android phones

Taiwan might have an HTC One and an HTC First, but starting today, Singapore has a Synrgic Uno to join the banter (get it?). The name Synrgic might not immediately ring a bell, but if you dig a little deeper, you'll see a mention of its earlier phone plus three tablets from a while back. Alas, said phone was eventually canned as the quality didn't meet expectations, so consider this Uno a new attempt by the same Singaporean startup. Announced in its home city just now, this device is positioned as a mid-tier Android phone with some modest specs, namely a 4.7-inch, 720p IPS display with Gorilla Glass and, more interestingly, a dual-core 1.5GHz Texas Instruments OMAP 4470 SoC (with 1GB DDR2 RAM and SGX 544 graphics chip). With the upcoming TI OMAP 5 series shifting towards automotive systems, chances are the Uno will be one of the last OMAP-powered smartphones before TI waves goodbye to the mobile world.

This 9.5mm-thick, 133g-heavy phone also packs 16GB of built-in storage along with up to 32GB of microSD expansion, which should give plenty of space for the 8-megapixel main camera (with 1080p video capture) plus 2-megapixel front imager. And in case you're wondering, yes, the 2,300mAh battery is removable. As for radios, the Uno comes with quad-band HSPA 3G (up to 21Mbps) as well as the usual package: 802.11b/g/n WiFi, Bluetooth 3.0 with A2DP, GPS, FM and NFC. The software? Just vanilla Android 4.0.4 (with 4.2 update coming in this quarter) with Google services included, as the 26-year-old Chairman and CEO Cheo Suan Jin isn't too keen on bloatware; and he also promises to release the source code in about two weeks so that the enthusiasts can tinker with other ROMs. The Singapore-designed, South Korea-made Uno is available today for $320 (excluding tax) on Synrgic's website, and free shipping plus "1 for 1" exchange warranty will be provided to select countries in South East Asia.

APNewsBreak: Russia caught bomb suspect on wiretap

(AP) ? Russian authorities secretly recorded a telephone conversation in 2011 in which one of the Boston bombing suspects vaguely discussed jihad with his mother, officials said Saturday, days after the U.S. government finally received details about the call.

In another conversation, the mother of now-dead bombing suspect Tamerlan Tsarnaev was recorded talking to someone in southern Russia who is under FBI investigation in an unrelated case, officials said.

The conversations are significant because, had they been revealed earlier, they might have been enough evidence for the FBI to initiate a more thorough investigation of the Tsarnaev family.

As it was, Russian authorities told the FBI only that they had concerns that Tamerlan and his mother were religious extremists. With no additional information, the FBI conducted a limited inquiry and closed the case in June 2011.

Two years later, authorities say Tamerlan and his brother, Dzhohkar, detonated two homemade bombs near the finish line of the Boston Marathon, killing three and injuring more than 260. Tamerlan was killed in a police shootout and Dzhohkar is under arrest.

In the past week, Russian authorities turned over to the United States information it had on Tamerlan and his mother, Zubeidat Tsarnaeva. The Tsarnaevs are ethnic Chechens who emigrated from southern Russia to the Boston area over the past 11 years.

Even had the FBI received the information from the Russian wiretaps earlier, it's not clear that the government could have prevented the attack.

In early 2011, the Russian FSB internal security service intercepted a conversation between Tamerlan and his mother vaguely discussing jihad, according to U.S. officials who spoke on condition of anonymity because they were not authorized to discuss the investigation with reporters.

The two discussed the possibility of Tamerlan going to Palestine, but he told his mother he didn't speak the language there, according to the officials, who reviewed the information Russia shared with the U.S.

In a second call, Zubeidat Tsarnaeva spoke with a man in the Caucasus region of Russia who was under FBI investigation. Jacqueline Maguire, a spokeswoman for the FBI's Washington Field Office, where that investigation was based, declined to comment.

There was no information in the conversation that suggested a plot inside the United States, officials said.

It was not immediately clear why Russian authorities didn't share more information at the time. It is not unusual for countries, including the U.S., to be cagey with foreign authorities about what intelligence is being collected.

Nobody was available to discuss the matter early Sunday at FSB offices in Moscow.

Jim Treacy, the FBI's legal attache in Moscow between 2007 and 2009, said the Russians long asked for U.S. assistance regarding Chechen activity in the United States that might be related to terrorism.

"On any given day, you can get some very good cooperation," Treacy said. "The next you might find yourself totally shut out."

Zubeidat Tsarnaeva has denied that she or her sons were involved in terrorism. She has said she believed her sons have been framed by U.S. authorities.

But Ruslan Tsarni, an uncle of the Tsarnaev brothers and Zubeidat's former brother-in-law, said Saturday he believes the mother had a "big-time influence" as her older son increasingly embraced his Muslim faith and decided to quit boxing and school.

After receiving the narrow tip from Russia in March 2011, the FBI opened a preliminary investigation into Tamerlan and his mother. But the scope was extremely limited under the FBI's internal procedures.

After a few months, they found no evidence Tamerlan or his mother were involved in terrorism.

The FBI asked Russia for more information. After hearing nothing, it closed the case in June 2011.

In the fall of 2011, the FSB contacted the CIA with the same information. Again the FBI asked Russia for more details and never heard back.

At that time, however, the CIA asked that Tamerlan's and his mother's name be entered into a massive U.S. terrorism database.

The CIA declined to comment Saturday.

Authorities have said they've seen no connection between the brothers and a foreign terrorist group. Dzhohkar told FBI interrogators that he and his brother were angry over wars in Afghanistan and Iraq and the deaths of Muslim civilians there.

Family members have said Tamerlan was religiously apathetic until 2008 or 2009, when he met a conservative Muslim convert known only to the family as Misha. Misha, they said, steered Tamerlan toward a stricter version of Islam.

Two U.S. officials say investigators believe they have identified Misha. While it was not clear whether the FBI had spoken to him, the officials said they have not found a connection between Misha and the Boston attack or terrorism in general.

So a research company takes a sample across 207 respondents (http://www.acentric.co.za/ORB13.html) to determine the status quo on e-commerce in South Africa. Selling the report at US 450 is not a bad income generator.

In my mind, the sample rate is wrong and the results seem to be not correct - I would have placed Takealot and Yuppiechef any time before Kalahari. Just the omission of Yuppiechef, Groupon, Wicount, Kulula, Mr Price is a clear indicator that the research in itself is incomplete and the researchers lack a fundamental understanding of the e-commerce landscape in this country.

Carjacking victim?s daring escape from bombing suspects

Oil falls below $93 ahead of US growth data

BANGKOK (AP) ? The price of oil fell below $93 a barrel Friday ahead of quarterly growth figures from the world's biggest economy.

Benchmark oil for June delivery was down 73 cents to $92.91 per barrel at late afternoon Bangkok time in electronic trading on the New York Mercantile Exchange. The contract rose $2.21 to close at $93.64 on Thursday after the U.S. Labor Department said the number of Americans seeking unemployment benefits fell last week by 16,000, suggesting that layoffs have declined.

Traders turned slightly cautious ahead of first quarter U.S. economic growth figures due later Friday. Economists expect to see a significant improvement from the anemic 0.4 percent growth rate reported for the October-December quarter.

But analysts at Credit Agricole CIB in Hong Kong said the result "is unlikely to allay market concerns after a recent run of disappointing data indicates some decline in growth momentum." Recent reports have suggested that manufacturing is starting to weaken. Sales of previously occupied U.S. homes dipped in March.

Brent crude, which is used to price oil used by many U.S. refiners, fell 62 cents to $102.79 a barrel on the ICE futures exchange in London.

In other energy futures trading on the Nymex:

? Gasoline fell 1.7 cent to $2.794 per gallon.

? Heating oil fell 1.9 cent to $2.861 a gallon.

? Natural gas lost 1.9 cent to $4.148 per 1,000 cubic feet.

The downfall of webOS left more than a few canceled devices in its wake, but the most illusive of the bunch tends to be the WindsorNot: a touch-only smartphone. We've seen hints of it here and there, but the shy little device has largely been kept under wraps -- until now. The dedicated folks at webOS Nation have managed to get their hands on a functional prototype. The 4-inch devices seems to lie somewhere between a Pre3 and HP Touchpad, aping the hardware specifications of the former while adopting the latter's software version: webOS 3.0. The tweaked software does feature a smartphone-sized keyboard, but webOS Nation says some of the OS' trappings are difficult to read, and were clearly meant to be refined for the smaller screen before release. The phone's form, on the other hand, seems to be top notch, indicating that the project was canned before the software team had a chance to catch up.
