Edward Wytkind: Get Moving on the Surface Transportation Bill

Once again the House GOP leadership is playing chicken with a major component of our transportation system. Instead of moving a highway and transit bill that will put Americans to work -- a move the Senate was able to pull off by a vote of 74 to 26 -- House leaders want to punt with another short-term extension.

There is an easy solution to this problem -- the House can take up the Senate's bipartisan bill (MAP-21) and put millions to work and improve our surface transportation system. President Obama will sign that bill tomorrow.

Instead, the House GOP has wasted months trying to find the votes for its deeply flawed five-year bill that we described in February as a "grab-bag for K Street lobbyists and their corporate clients at the expense of public transit, Amtrak and transportation safety." Not surprisingly, they don't have many takers for their plan outside those K Street lobbyists.

The Senate has handed the House a gift box filled with good jobs for an economy still suffering from high unemployment. When someone offers you a gift, good manners and common sense dictate you take it. Yet it seems all we hear about is another short-term extension. Obviously, both chambers must pass an extension to avoid the funding lapse and job loss that would occur if the program expires. But that misses the point.

This would be the 9th such extension in less than three years. Is anyone else having a d? j? vu moment here thinking of the years of brinksmanship around the completion of an FAA reauthorization bill? Twenty-two times Congress had to pass an extension that delayed major air safety improvements, stymied much needed airport and air traffic control expansion and modernization, and stalled tens of thousands of construction jobs.

The House needs to end the stalemate and pass MAP-21 or strip the wrongheaded provisions from H.R. 7 and get to a Conference Committee with the Senate. The economy needs this bill -- it is the backbone for our system of surface freight and passenger commerce; it is the elixir for our fragile economy as 14 million people still look for work; it will provide transit systems and their workers new tools to weather recessions, and it will boost American manufacturing.

That's why our members will be mobilizing around a simple message to the House: "Get Moving." Yes, get moving on passing the Senate surface transportation bill -- recovering and rebuilding our transportation system and economy.

Why these kids? Part One ? Mama'ing Again

Okay, another recent post was by the blogger asking why THESE kids?

(as I?m typing, I can see this is going to be multi-part)

One motive is put forward: money.

It is cheaper to adopt from foster care.? This *is* a reason people go this route, at least at first and to some degree.? I recently inquired on a situation where a birth mother was asking for someone with very specific requirements.? Well, *extremely* few adoptive families meet her requirements; I do.? So I inquired.? I sent my reply to the agency as well as a ?dear birthmom letter.?? The agency?s reply wasn?t about whether the birth mom would be interested in us or anything of the sort.? It was simply to let us know that the fees associated with this child would run about $36,000.? Seriously?? So what should this mother do?? She doesn?t feel she can raise the child and yet the handful of adoptive families who meet her requirements can?t afford to pay that sort of money before the child?s birth.

But with my three?? I won?t pay a dime towards their adoption.? The state will pay my attorney, the state?s attorney, the children?s attorney.? The state will pay for all the filing, paperwork, etc.? The state pays the adoption worker, her supervisor, the person who redacts the file, etc.? I don?t have a clue how much the actual costs are (though I?d guess a WHOLE lot less than $36K!), but my tax money and my neighbor?s tax money is paying for it.? And while they do?? I?m getting the foster care stipend that helps me take care of their needs whether their new suits and pretty dresses or their gymnastics and swim lesson or the new furniture and bikes.? They deserve the absolute best and I?m glad I had a year of a little more money to spend on them!? They came from so little.? The zoo, restaurants, fairs, pictures in the fields of wildflowers, homeschool programs, etc are so worth it.? They deserve anything and everything I can get them while the state is working out making them mine forever.

Okay, so the children come with an adoption subsidy also.? This is help after the adoption.? Some may call it a paycheck.? Well, maybe not.? Here, the adoption subsidy is a fraction of what the foster care stipend is. My kids? needs aren?t changing any as we finalize their adoptions, but the amount of help we?ll get to care for those needs will cut down to less than half.

Subsidy also includes help with medical. THANKFULLY.? Seriously, a lot of these kids have additional medical issues as well as ongoing mental health concerns.? They deserve as much help as possible.? Having secondary medical coverage will help CONSIDERABLY in getting them the services that they need!

It isn?t all-inclusive though! For example, medicaid will pay for speech therapy for a child as long as they are under the 13th percentile (btw, in public school here, it is the 7th percentile).? A child?s speech has to be pretty rough to be so low!? For example, one of my children?s speech is at the 11th percentile.? He is 40% intelligible by strangers and 60% by people who know him.? Our agency worker speaks to him about 3 times per month and ?can usually get the gist of what he?s saying? (her words).? Okay, so medicaid will pick up the difference between what our insurance will pay and what it costs to have our speech therapist out here until he gets over 13 percent.? Well, then? We either have to pay the difference (approx. $880 per month) or take him to a speech center where we can pay just a normal 10% co-pay.? Obviously, we?ll have to choose the latter despite the fact that that is very likely not best for him.

Subsidy also includes a number of post-adoption services.? We will get a small amount yearly towards summer camp (this amount changes yearly, but may be $100 or $300).? The children will be able to stay with their same therapist, a therapist who doesn?t take our insurance or the kind of Medicaid the state will give us.? The adoptive therapy/support group that costs $35 per session now will be free. Respite is offered.? Family therapy is offered.? Help finding information and services is offered.? I didn?t know all that was included in the subsidy, but I?m glad it is.

And then there is the Tax Credit.? Boy has this been something discussed a lot the last few years. See, the tax credit is an amount that would offset the amount of tax you were required to pay.? The amount varies yearly, but it is around $12-13K per kid.? Well, in order to get to offset $12,000 of tax liability, a married couple has to have a taxable income (adjusted gross income minus deductions and exemptions) over $79,000.? I don?t even know how to figure how much our income would have to be to take it for three kids in one year.? I don?t need to know as there is no way we?ll ever make that kind of money.? So the tax law allows people to take it over five years.? With seven exemptions plus the standard deduction, we simply will never use one child?s offset, much less three. Our tax liability was under $1000 for 2011. So over five years, we?re talking less than a couple thousand dollars of the $39,000 possible.

It may be worth considering who are the people adopting from foster care?? Are they wealthy people?? Or are they people like us who simply wanted to help children and families (fostering) while possibly building our own families (adopting)?? Are they more likely solidly middle class and working poor or people who are making $200,000 per year? It just seems the tax credit may not really be helping the people who need it the most who are adopting the children who have started out the furthest behind the eight ball.

Anyway, so that is the money side of it.? We aren?t getting rich by adopting from foster care.? We are struggling in lots of ways.? As I was filling out the adoption subsidy paperwork, I could see how poor we really are. That doesn?t make us a bad ?placement.?? It means our love runs deeper than our wallets ? I?m glad we?ll get a little help.? It makes it possible for people like us to provide a normal childhood as well as the care these kids need.

Really, money is really a very small consideration.? Yes, I can afford to adopt from foster care while I can?t pay $36,000 for a child.? Yes, I will get a subsidy.? But though those things may encourage people to look this direction, it doesn?t mean it is the reason for doing it.

Syrian troops shell Homs as Turkey closes embassy

BEIRUT (AP) ? Syrian troops shelled rebel-held neighborhoods in Homs on Monday, the latest barrage in a bombardment that has lasted several days and appeared to be the groundwork for an assault to push the fighters out of the country's third largest city.

Also Monday, Turkey closed its embassy in Damascus and recalled its ambassador as relations between the former allies continue to deteriorate.

The outlawed Muslim Brotherhood meanwhile announced that if President Bashar Assad were overthrown it would work for a "modern" democratic state. The Brotherhood statement was an overture by one of the largest organizations representing the country's Sunni Arab majority, which also dominates the Syrian opposition, toward placating Syrian minorities who have until now gravitated towards the regime.

The Turkish embassy closure comes amid rising diplomatic pressure on Assad. Ankara, once close to Damascus, is now one of Syria's most vocal critics.

Activities at the embassy in the Syrian capital are being "temporarily suspended," but Turkey's consulate in Aleppo will remain operational, a brief statement posted on the embassy's website said Sunday night.

The embassy is being closed because of the poor security situation in Syria, a ministry official said on condition of anonymity in line with ministry regulations. The Turkish ambassador and other diplomats will be returning to Turkey, he said.

Other countries including the U.S., France, Saudi Arabia and Qatar, have also closed embassies. This and other forms of diplomatic pressure have left Damascus isolated, but have so far failed to stop the year-old Syria crisis, in which more than 8,000 people have been killed, according to the U.N.

The U.S., Europe, Turkey and many Arab states have called on President Bashar Assad to stand down, but Russia and China have protected Syria from condemnation by the United Nations Security Council. Syria is Moscow's last remaining ally in the Middle East and is a major customer for Russia's arms industry, but Russia has recently shown impatience with Assad.

Turkey continues to be a host to Syrian exiles, including rebel groups.

In Damascus, the state-run news agency, SANA, said Syrian troops foiled an attempt by an "armed terrorist group" to infiltrate the country from Turkey. The troops killed and wounded some of them and seized their weapons, SANA said.

It said Turkish medical teams transferred the killed and the wounded into Turkey.

Assad's forces meanwhile kept up a series of offensives that over the past two months have seen the recapture of several rebel strongholds, although centers of resistance remain.

The Britain-based Syrian Observatory for Human Rights and the Local Coordination Committees have been reporting shelling in Homs for days as Assad's forces appear to be preparing for an operation to retake rebel-held neighborhoods in Syria's third largest city. The Observatory said that mortars were fired on the central neighborhood of Warsheh.

The LCC said 19 people were killed in Syria Monday, nine of them in Homs. The Observatory said 10 people were killed Monday, including the five in the Homs shelling.

Amateur videos posted online by activists showed smoke billowing from several areas in the city center amid sounds of explosions. A resident said at some points the area was being hit by an average of four shells an hour.

Homs has been one of the cities hardest hit by the government crackdown on the uprising that began last March. Assad's forces overran the rebel-held Baba Amr neighborhood on March 1 but face resistance from other districts.

The Observatory also said that the body of activist Khalaf Mohammed al-Shab was found Sunday night hours after he was abducted near the predominantly Kurdish northeastern town of Derbasiyeh. Al-Shab was a nephew of late Kurdish leader Mashaal Tamo who was assassinated in October.

On Sunday, Syria's outlawed Muslim Brotherhood held a conference in Turkey where it announced that if Assad is removed from power, the group will not try to dominate politics and will work for a democratic state.

The move appeared to be a step to reassure the country's minorities, mostly Alawites, the sect to which the Assads belong, and Christians, many of whom fear that Sunni majority rule will bring to power radical Islamists.

The Brotherhood is one of the most influential Syrian opposition groups. In 1982, Assad's father and predecessor, Hafez, ordered the military to quell a rebellion by the Brotherhood movement in the central city of Hama, sealing off the city in an assault that killed between 10,000 and 25,000 people. Since then the movement has had no official presence in Syria, where membership in it is punishable by death.

"The regime now is accusing the Muslim Brotherhood of trying to control Syria alone and of having aims of being the only rulers of Syria in the future," said Ali Bayanouni, a Brotherhood official. "We are here today to reassure everyone that we will cooperate with all the other partners in the Syrian opposition to build a new Syria, a free Syria, a democratic Syria and we will not attempt to the be the only ruling party in Syria."

A statement outlined 10 points that the Brotherhood said it would abide by in a future Syria. They included a modern state based on a constitution that represents the will of the people and guarantees representation of all Syrian ethnic and religious groups, equality among all citizens, and respect for human rights and law.

Seeing is Believing: The Story Behind Henry Heinz's Condiment Empire

(Don?t look at me like that. I know you have a stash. Or you know where to find one. It?s practically Office Survival 101.) Go on. I?ll wait.

So tell me, what brands are hanging out in your fridge? (Or drawer?) Hellmann?s? French?s? Heinz? Even if you aren?t a slave to brand names and you typically buy whatever is on sale or the local supermarket brand, if you?ve ever eaten out or purchased a meal to-go that required condiments, you?ve likely been exposed to one of these brands for mayonnaise, mustard, or ketchup. And given the broad reach of Heinz, I?d be surprised if the company didn?t get a mention. So what are the origins of Heinz?the man and the brand? Why do we adorn our hamburgers and hotdogs with his products over others? It boils down to trust?carefully crafted trust, which obscures the image of Heinz as a food corporation and highlights a sense of quality, home-made goods.

Henry Heinz was born in 1844 to German immigrant parents near Pittsburgh, Pennsylvania. His father John owned a brickyard in Sharpsburg, and his mother Anna was a homemaker with a talent for gardening. Henry assisted both of them?in the brickyard before and after school, and in the garden when time permitted. He also sold surplus produce to local grocers. Henry proved to have quite a green thumb himself and at the age of twelve, he had his own plot, a horse, a cart, and a list of customers.

Henry?s gardening proficiency was in keeping with the times?most households were growing or otherwise making their own foods at home in the early nineteenth century, space permitting. The market for processed food was hampered by distrust in the quality offered:

Food quality and safety were growing concerns in the mid nineteenth-century cities. These issues were not new. Various local laws had mandated inspection of meat and flour exports since the colonial period. Other ordinances had regulated bread prices and ingredients, banning adulterants, such as chalk and ground beans. But as urban areas and the sources of food supplying these areas expanded, older controls weakened. Public anxiety about contaminated food, including milk, meat, eggs, and butter mounted. So, too, did worries about adulterated chocolate, sugar, vinegar, molasses, and other foods (356).

Contaminants included lead (in peppers and mustard) and ground stone (in flour and sugar). So it?s not surprising that people were hesitant about purchasing pre-packaged products. However, American society was on the brink of a social change that would make people more receptive to processed foods: industrialization was accelerating. As a result, an increase in urbanization reduced the amount of space available for gardens and livestock, incomes rose so that more people could afford prepared foods, and women?s roles shifted to allow for wage labor. In fact, between 1859 and 1899, the output of the food processing industry expanded 1500%, and by 1900, manufactured food comprised about a third of commodities produced in the US (350).

So what led the way for this adoption of packaged foods? Believe it or not, horseradish.

Horseradish was particularly popular among English and German immigrant communities. It was used to flavor potatoes, cabbage, bread, meats, and fish?and some people even attributed medicinal properties to the condiment. It was also extremely time consuming to make: the root had to be grated, packed in vinegar and spices, and sealed in jars or pots. The potential market for prepared horseradish existed, but customers were suspicious of the contents of the green and brown glass bottles that served as packaging. Turnip and wood-fibers were popular fillers, and the opaque coloring of the bottles made it hard to judge the caliber of the contents.

Heinz understood this?and saw the potential for selling consumers, especially women?something that they desperately wanted: time. In his teens, he began to bottle horseradish using his mother?s recipe?without fillers?in clear glass, and sold his products to local grocers and hotel owners. He emphasized the purity of his product and noted he had nothing to hide because he used clear glass so you could view the contents of his product. His strategy worked: By 1861, he was growing three and a half acres of horseradish to meet demand, and had made $2400.00 by year?s end (roughly $93,000.00 in 2012) (356).

He made enough money to eventually buy his father?s brickyard. But in 1869, Heinz opted to shift his energies entirely to food production. The discovery of oil in the Allegheny Valley had propelled the region into an industrial hub, and Heinz?s produce sales grew with the increased demands created by the influx of workers and businesses that opened to cater to their needs. So Heinz took a partner, L. Clarence Noble, a member of a wealthy Sharpsburg family, and the two opened a factory in the basement of a former home of some Heinz family members. They hired two women and a boy to make and pack the product, which was still just bottled horseradish. They decided on an anchor for their logo?it being a solid and reliable example that their customers could depend on.

The other members of the Heinz product family?celery sauce, mustard, and sweet and sour pickles?were integrated backwards as Heinz and Noble worked to minimize waste and expenditure. Because vinegar played such a large role in the production process, the company moved to manufacture its own vinegar?also under the banner of high quality that could be trusted to be unadulterated. And Heinz experimented constantly to add products that would utilize the existing capabilities of the company:

In the first five years of business, horseradish root, vinegar, cucumbers, onions, cabbages, and a few spices were the firm?s core ingredients. Its early product line, which soon broadened to include sauerkraut and pickled cauliflower, developed directly from inventive reliance on these makings. New products such a gherkins and mustard were combined to create still other goods. Chow chow, a chutney-like spread, was made from gherkins, onions, cauliflower, and mustard? (361).

The success of Heinz and Noble was intimately tied to their guarantee of an unadulterated product. And their reputation was such that customers came to expect high quality products from the Anchor-marked brand.

Business would continue to grow until 1875 when Heinz and Noble would fall under the effects of the Panic of 1873. The economy was depressed, credit was tight, and Heinz was short $3,000.00 to pay creditors and employees. On top of that, the growing season had been a good one, and there was no shortage of production goods?just hands to make them with. In November 1875, Heinz bounced a check, and it was a short step to December from there, when he and his partner filed for bankruptcy.

The story doesn?t end there, however, because we haven?t talked about ketchup. Heinz would struggle for a few years?he didn?t even have money for groceries in 1876?but ketchup would save the day. He went to his brother John and cousin Frederick for a loan, and launched another food-processing company. So it was that F&J Heinz was born. This time his family was heavily involved and they focused on the same products that had made Heinz and Noble a success. But sales lagged.

Heinz saw a market in ketchup just as he had done for horseradish. Ketchup was an immensely popular addition to fish, meat, vegetables and gravies since the 18th-century. It was a British staple that had been imported to the United States, and was well established by the 19th-century as a kitchen necessity. However, it lacked consistency and quality assurance. In addition, ?overcooking, spoilage, and large quantities of camouflaging spices often destroyed taste and appearance? (373). Heinz utilized his reputation for delivering an unadulterated product of high and consistent standards?in a clear bottle, of course?to seize the market.

What Heinz seemed to understand was that people needed to feel that there was no trade-off with packaged foods. Women in particular, who would be the primary purchasers of these items, needed a product they could trust in a trade for the time they might spend in meal preparation for their families. A clear bottle suggested to consumers that Heinz had nothing to hide, unlike competitors who relied on opaque bottles to mask the caliber of their goods.

Microsoft, TiVo drop suits against each other

Digital video recorder pioneer TiVo Inc. said Thursday that it had reached an agreement with software maker Microsoft Corp. for the companies to drop lawsuits against each other following TiVo's settlement with AT&T Inc.

Microsoft had sued TiVo in 2010, alleging that the Alviso, Calif.-based company violated its patents related to an on-screen TV guide. TiVo later countersued.

Microsoft software is used in set-top boxes provided by AT&T to subscribers of its U-verse TV package and the suit was a way for Microsoft to support AT&T's own legal battles with TiVo.

But AT&T agreed to settle with TiVo in January by paying at least $215 million through 2018. That made Microsoft's supporting suit less relevant.

TiVo said that dropping the litigation did not mean it is granting any patent rights to Microsoft.

TiVo shares rose 14 cents, or 1.2 percent, to $11.70 in afternoon trading Thursday. Shares of Seattle-based Microsoft were up 9 cents at $32.

European Union tightens sanctions against Syria

BRUSSELS, Belgium (BNO NEWS) -- The European Union (EU) on Friday announced increased sanctions against the Syrian regime due to its continued use of violence against civilians and pro-democracy protesters.

"The repression has reached totally unacceptable levels of violence and must stop immediately," said EU High Representative for Foreign Affairs and Security Policy Catherine Ashton. "Today's decisions aim to weaken the regime's resources and its ability to conduct its brutal campaign," she added.

The EU said its Council targeted 12 people associated with the repression or supporting or benefiting from the regime with a ban on entering the EU. The assets of the same individuals, who include the wife of Syrian President Bashar al-Assad, and of two additional entities will be frozen within the EU.

With Friday's increased sanctions, the number of designated people rose to 126, while the total number of targeted entities reaching 41.

Since the Syrian regime began to violently repress the uprising in 2011, this is the thirteenth time that the EU imposes sanctions against the country. It is estimated that more than 8,000 people have been killed since the start of the conflict in March 2011.
